Youth newspaper: Ho Chi Minh City established the Company for operation of metro

The company has a chartered capital of 14 billion by Ho Chi Minh City as the owner, the main task is to managing operation of metro line 1 (Ben Thanh - Suoi Tien).

Morning on 4 December.2015, Chairman Le Hoang Quan of Ho Chi Minh City delivered the decision of establish Urban Railway Company Limited No.1 HCMC , abbreviation are HURC1 by the People’s Committee of Ho Chi Minh City as the owner with 100% state capital .

The company has initially charter capital of VND14 billion, the time operating 99 years, have legal status, seal, emblem and responsible for the debts and other financial obligations in full of its assets.

Director of Department of Transport was assigned to coordinate with the Chairman of management Authority for Urban Railways setup and submit to the Peope’s committee of Ho Chi Minh City for issue the organization regulation, management and operation activities of public passenger transport by urban railway in locality. At the same time MAUR is required setting for safety management regulations, quality of provision and use of services of urban railway transport, the regulations of maintenance in management, operation...  

The previous, in a reporting send to Prime Minister, the People’s committee of Ho Chi Minh City said that according to the minutes of the previous discussion between the Bank of International Cooperation of Japan and the Government with contents "for at least 3 years before the operation, will be establish unit / corporate operations and maintenance ". This is one of the conditions of bilateral ties between two parties for preferential ODA loan to implement project.

Besides, according to the People’s committee of HCM City, corresponding to the operation plan, exploiting the urban railway No. 1 is expected in late 2018, the establishment of an enterprise to function maintenance and operation should be carried from this year to prepare the human, technical conditions ensuring hand- over conditions, safe operation of the project after the transfer.

Also, the early establishment of enterprises facilitating coordination the consultancy Unit to build program and plan for manpower, technology transfer ... complete the organizational structure, personnel for receiving of the completed project, is a prerequisite for the management and operation for the next of urban railways in the systerm of urban railway of HCM City.
